This spring, Connecticut passed Senate Bill 1370, a landmark prevailing wage bill that closes a long-standing loophole for off-site custom fabrication work.
Thanks to the tireless efforts of SMART Local 38, this legislation ensures workers who fabricate materials off-site for public works projects receive the same prevailing wage protections as those working on-site.
SMART Local 38 played a leading role; mobilizing members, building coalitions, and giving powerful testimony that exposed deep pay disparities. Before SB 1370, off-site fabricators were earning as little as $20/hour, compared to $80/hour for on-site workers doing equivalent work. This new law finally brings fairness and equity to these skilled laborers.
